Noting Iran’s rising “anti-Canada rhetoric,” intelligence officials have been monitoring the Islamic republic as a potential terrorist threat to the Ottawa area, newly declassified documents show.
While the diplomatic falling out between Ottawa and Tehran is well-known, the intelligence reports are the first indication the Canadian government is tracking the possibility it could lead to terrorism in the capital.
The reports, written by the Integrated Terrorist Assessment Centre, do not specify the exact nature of the threat Tehran may pose to the Ottawa region but in the past Iran has used its proxy force, Hezbollah, to attempt attacks internationally.
The documents also note the Iran connection to last year’s alleged plot to derail a Toronto-bound passenger train. The RCMP says the conspiracy was directed by al-Qaida figures operating out of Iran.
The intelligence reports, released to the National Post under the Access to Information Act, date back to late 2013 but their release comes amid signs the U.S. and Britain might engage with Iran to stabilize Iraq following advances by armed Sunni extremists.
Meanwhile, Foreign Minister John Baird continues to urge caution over Iran. Last week, he marked the first year of Hassan Rouhani’s presidency with an op-ed that said the Iranian political leader had failed to fulfill his promises of reform.
Canada cut off relations with Tehran in September 2012, when Baird designated Iran a state sponsor of terrorism, closed its embassy in Ottawa and expelled its diplomats. The measures were meant to pressure Iran over its poor human rights abuses, rogue nuclear program, support for terrorism and backing of Syrian President Bashar Assad.
Three months later, Canada outlawed the clandestine Quds Force of Iran’s Islamic Revolutionary Guard Corps, “reinforcing the government of Iran’s view that Canada is hostile towards Iran,” says one of the reports.
Since then, Canada has pushed for tighter sanctions against the Islamic republic. Recently, the Ontario courts handed millions of dollars worth of Iranian government assets in Canada to victims of the Iran-sponsored terrorist groups Hamas and Hezbollah.
The intelligence reports describe Tehran’s intense displeasure at being isolated by Baird.
“Tehran’s anti-Canada rhetoric continues and is well-documented,” the report says.
Through its propaganda channels, the Iranian regime threatened Canada with “swift retaliation” and labeled the government of Prime Minister Stephen Harper “racist,” “radical,” “extremist,” “Iran-phobic” and a “lackey” of Israel.
“There was in fact a rise in the rhetoric, and it likely was just that: rhetoric. But you really can’t take that chance,” said Matthew Levitt, a U.S. counter-terrorism analyst and the author of Hezbollah: The Global Footprint of Lebanon’s Party of God.
Both Iran and Iranian-sponsored factions like Hezbollah have a history of studying potential targets in North America, he said. “When you up the ante with Iran then you have to … take these things into account and be vigilant.”
Despite the extraordinary mention of Iran, intelligence officials believe Canada’s top terrorist threat comes from Sunni Islamist extremists — essentially followers of al-Qaida’s ideology of violent intolerance.
In Ottawa, such an attack would most likely be carried out by a “lone actor” or small group, the report said. The three scenarios outlined in the documents involve an “active shooter,” “bladed weapon attacks” and improvised bombs.
“Simple, straight forward, small-scale attacks, using available weapons and minimal preparation against undefended targets are a realistic match with the actual capabilities of most extremists,” it says.
